
Lyscha Marcynyszyn, PhD
Executive Director
Lyscha Marcynyszyn, PhD, serves as Executive Director of the DCYF Oversight Board, where she leads organizational strategy and represents the board to DCYF, stakeholders, and policymakers. Lyscha is dedicated to advancing equitable outcomes through collaborative partnerships, innovation, data-driven strategies, and effective leadership.
Lyscha earned her doctorate in Developmental Psychology from Cornell University, where her graduate research focused on child development in the context of adversity. She has co-authored over 20 peer-reviewed publications on topics such as family instability and the effectiveness of parenting programs in child welfare settings.
Before her current role, Lyscha was a Lead Data and Research Analyst at ICF, where she translated Children’s Bureau initiatives into innovative evaluation designs to measure and monitor service delivery, performance, and outcomes at state and national levels. Her previous roles include Research Manager at Seattle Children’s Research Institute, Senior Research Scientist at Committee for Children, and Research Analyst at Casey Family Programs. Lyscha also serves on King County’s Behavioral Health Advisory Board and enjoys spending time with her family, running, and skiing in the Pacific Northwest.
