Organization Advocating for the Best Interest of the Child Representative Family Education and Support Services (FESS)
Shelly Willis is the Founder and Executive Director of Family Education and Support Services (FESS), a nonprofit she established in 2000 to promote healthy child development through high-quality education, training, and support services for families. Under her leadership, FESS has grown to operate 13 programs across the region, including the evidence-informed Parent-Child Assistance Program (PCAP), which supports pregnant and parenting women impacted by substance use disorders.
Shelly’s vision centers on bridging systems, expanding access, and improving outcomes for children, parents, and caregivers. A passionate advocate for family well-being, she has championed the use of the Five Protective Factors to strengthen families and build resilience—helping them cope, grow, and thrive even in times of adversity. Her dedication has made FESS a cornerstone of family support in the community and a trusted partner to local and state agencies alike.
Drawing from her experiences as a mother, kinship caregiver, and foster parent, Shelly brings both professional expertise and personal understanding to her advocacy. Her volunteer efforts focus on promoting positive father engagement, equitable service delivery, caregiver support, and addressing the impact of violence on children.
Beyond her work with FESS, Shelly serves as President of the Zonta Club of Olympia, part of a global organization dedicated to empowering women and advancing gender equity since 1919. She is also an active Rotarian, collaborating with multiple organizations to strengthen communities across the region.
An inspiring advocate and respected leader, Shelly remains steadfast in her commitment to ensuring that every child and family has the opportunity to live, learn, and thrive in a safe, nurturing environment.
